International workshop on tourism consumer protection promote an internationally friendly tourism environment

In order to improve the safety and quality of tourism consumption in Southeast Asia, the Department of Consumer Protection, Executive Yuan (the DCP) held the 2017 International Workshop on Tourism Consumer Protection on October 18, 2017. Officials from Malaysia, Vietnam, the Philippines, and Indonesia were invited to participate in the event and share experiences on tourism consumer protection. There was harmonious agreement among the total of about a hundred participants (from manufacturing, government, academia and tourism associations) that the discussions were of great significance and that they benefited all parties.
With the government's vigorous promotion of its New Southbound Policy, there are expectations of a great growth in the number of future exchanges of tourists from Southeast Asian and other countries, with a concurring increase in tourism disputes. In view of this, the DCP particularly invited government officials from the aforementioned key New Southbound Policy countries to Taiwan to introduce their countries' consumer protection regulations and systems. It is expected that by means of cross-border mutual communication and learning there will be further cooperation in the future and that a solid consumer protection mechanism will be established.

The Executive Yuan attached great importance to this seminar, and specifically invited Minister without Portfolio Chang Ching-sen, who has attended to relevant governmental affairs for a long time, to preside over the opening ceremonies and to deliver remarks. In addition to welcoming all the VIPs from afar to Taiwan, he expressed his hope that all the countries in attendance would work together to create an accommodating tourism consumer environment in Southeast Asia.

This one-day seminar was divided to three sessions. Local and foreign officials played the role as speakers and participants in discussions respectively, and they joined panel discussions after delivering their presentations.

Upon completion of the entire program, Minister without Portfolio Luo Bing-cheng presided over the closing ceremony and gave parting words. In addition to expressing thanks and gratitude to all the speakers and participants for their contributions, he also said that the outcome of the workshop provides a reference to promote business in the future, and that a solid foundation had been established for future exchanges and cooperation between each party. In the evening, Minister without Portfolio Teng Chen-chung hosted a banquet for foreign guests on behalf of the Executive Yuan. During the banquet, there was much agreement all around that an understanding and exchange of national consumer protection systems in Southeast Asia should be strengthened. The conclusion of the seminar saw a very positive attitude toward consumer protection agencies in Southeast Asia working more closely together in the future.

The DCP stated that the seminar gave rise to specific suggestions and innovative ideas, and that the department would be reviewing and planning relevant policies and plans accordingly. Relevant competent authorities will also be urged to formulate related management measures and actively promote cooperation in protecting tourism consumers in Southeast Asia in order to enhance the regional tourism consumer environment and safeguard the cross-border travel rights and interests of consumers, thereby contributing to the prosperity and development of the entire region.
